Utilizing the unexploited building stock:The case of public buildings in Pogoni

The abandonment of mountainous areas implies the abandonment of what was created over time in order to cover the residents' needs of those areas. The socioeconomic conditions that forced the highlanders to "seek their fortune" in small or larger urban centers, led not only to a number of unused buildings but also to deserted villages. After the implementation of ‘Kallikratis’ administrative reform, the Municipality of Pogoni faces all the problems that beset the mountainous areas nowadays. Due to the depopulation and the recent merge of social structures and services many of the Municipality’s buildings have been left unexploited, abandoned and some of them are even damaged. Some of the aforementioned buildings are significant examples of the local architectural style. In this paper the basic meanings of land, property and the importance of rehabilitation of public buildings are initially presented. Then, an attempt to record the entire municipal building stock, as well as the abandoned and unexploited buildings was made. Finally, proposals, adapted to the particular characteristics and needs of the study area, concerning the reuse of the abandoned buildings were formulated.
