Abstract

In this paper, the characteristics of the forest and the forest lands in the Μunicipality of Pogoni, the forest species that exist, the status of the oak forests in the region and the existing management forms are described. Additionally, the management measures that are applied to the forests of the area, in order to achieve the reduction of coppice form to seedling form are presented.

     Then, the existing forest production in the Municipality of Pogoni is analyzed. The types of production and the forest areas, which contributed to the the production, during the period 2009-2013, are described. The planned forest production of the period 2014-2023 is also mentioned. Finally, the possibility of creating a pellet bio-fuel unit at the area of Pogoni is explored. Primarily, the characteristics of the bio-fuel are mentioned and its advantages compared to fossil fuels, as well as the benefits that will arise in the area from the settlement of this unit. A feasiblity analysis is conducted, the results of which show that the investment is cost – effective and attractive.

Abstract

This paper presents the creation of a vulnerability zonation map for landslides’ occurrence. This map is developed using Geographic Information Systems (GIS) and remote sensing methods. Seven separate maps are created that include land cover, lithology, distance from road and hydrographic network, altitude, orientation and inclinations of the slopes of the study area, which is the Municipality of Pogoni in Epirus region, northwestern Greece. Then, these maps are calibrated with weighting factors and combined with a linear method. The final map shows three zones of landslides’ hazard occurrence, low, medium and high. The creation of this map may result in credible future location of infrastructure, labeling vulnerability points and settlements and choice of the most appropriate and safer land use in the region.

Abstract

The present study focuses on the evaluation of Investment Laws 2601/98 and 3299/2004 in the Municipality of Pogoni, in total and by economic sector, with respect to the economic model of the area. Specifically, the basic characteristics of the eligible investments are analyzed and their effects on economic growth are investigated, using appropriate sectoral multipliers estimated from the input-output tables of the Greek economy. The emphasis is given on two principal parameters, namely income and employment growth, which constitute a key objective of the economic development framework.

Abstract

The cultivation of corn is probably the most important crop in the Municipality of Pogoni, likewise all over the Region of Epirus, since corn is a fodder of great importance in the area. The deterioration of corn’s productive system during the last years, together with the continuous economic squeezing of corn farmers and animal breeders, threaten the closely related pattern of primary production. This puts at risk one of the most important activities in the area, with a serious socioeconomic consequences.

This study aims at forming specific proposals for improving the corn production system through long-term rehabilitation of the exhausted productivity and fertility of soil and the optimization of production inputs. In this way, an increase in yield as well as a decrease in production cost will be achieved, and farming’s environmental impacts will be reduced. Hence, the area’s primary sector that has significant comparative advantages will be notably supported.

Abstract

The rational management of waste, as well as the penetration of renewable energy sources (RES) in the energy mix are the basic parameters of the European and Greek energy and environmental policy. The utilization of high organic load residues for the production of electric and thermal energy through biogas plants is the most modern technological application that combines the rational management of waste with the production of clean energy.

In this study, after clarifying the concepts of biomass and RES, a brief description of the biogas units and the resulting benefits from their operation is carried out. Then, the theoretical and available biomass potential of the Municipality of Pogoni and the quanitities of biogas, which can be produced, are calculated. The construction of a biogas unit for electricity and heat production and its feasibility has been also examined. It appears that this unit is not just the best available technique for livestock and agricultural wastes management and utilization, but also a particularly attractive investment.

Abstract

This paper investigates the possibility of enhancement and promotion of Derveni historic trail that used to connect Greece with Albania, as a contemporary cycling route. The aim is to attract visitors in the region of Pogoni and to create a space for the residents to find opportunities to come in contact with natural environment and their culture. The object of this paper is a design study of the rail’s central part and the documentation of proposed interventions at it. The interventions are based on their incorporation to the local natural environment and the promotion of local cultural elements. The rail is enhanced and becomes a pole of attraction for recreation activities. At the same time, the cost of the proposed interventions is estimated. In addition, the importance of further promotion of the trail is documented based on relative European examples and several specific actions are suggested to the direction of Derveni’s trail touristic promotion.

Abstract

The objective of this paper is to identify the problems and the new dynamics that have been resulted from the creation of the Municipality of Pogoni, after the implementation of “Kallikratis” administrative reform, which merged two dissimilar areas, a mountainous and a lowland one. Despite the problems aroused, the new Municipality has also significant advantages and potential. Through the present study it is aimed to form recommendations for utilizing this potential and creating new development perspectives for the area. The structure of the production, the demographic characteristics and the social infrastructure were examined for each municipal district of the Municipality of Pogoni, in order to reveal the profile and the contrasts of the area. Besides the disparities it seems that the area of Pogoni presents significant homogeneities, such as a common cultural identity. Utilizing the musical heritage of the area and promoting it as a tourist destination could be two direct, important actions, in the direction of the integrated development of Pogoni Municipality.

Abstract

The water resources play a key role in the regional development and therefore, it is important to address sustainable - oriented management practices. Considering that the agricultural sector has a great impact on water resources consumption, irrigation infrastructures have to be carefully built and used in order to utilize water resources in a sustainable way.
An indicative example of a typical irrigation problem concerning agriculture is the situation in the Municipality of Souli. Hence, this paper will use as a point of departure the case study of the nearby Kokitos stream, which could be part of a multi-faceted solution. The demand-supply balance for Kokitos showed that, if its stream water resources are utilized, they could cover 41,4% of the total watering area, while the current infrastructure can be used during the summer. Hence, under certain conditions, we suggest that a water-tank is constructed, decreasing the current total irrigation cost by 18%.

Abstract

This study offers a critical analysis of the impacts of EU Cohesion policy financial instruments to the development of Epirus Region, Thesprotia Regional Unit and Souli Municipality. The analysis covers the period 1986-2013; yet, it emphasizes in the last two programming periods of the Structural and Cohesion Funds, i.e. 2000-2006 and 2007-2013. Through the use of macroeconomic indicators, the paper provides some useful insights into the experience gained so far regarding the effectiveness, the strengths and weaknesses of those interventions. Finally, it presents a proposal that could help designing a programme for the Worth-living Integrated Development of the Municipality of Souli.

Abstract

It seems that the soil and climatic conditions are suitable for the cultivation of aromatic and medicinal plants in the Municipality of Souli. This is irrefutably proven by the fact that a great variety of aromatic plants in the entire municipality are indigenous, creating native habitats of great ecological value that contribute to the enhancement of biodiversity and conservation of the rich natural heritage of the place.
The present paper, first, analyzes the current situation in the area of interest and then, based on the findings, three different crops of herbs are proposed, namely oregano, thyme and sage that could be developed on poor land in mountainous, hilly and lowland areas. Finally, a financial analysis is being conducted according to which the new crops appear to be particularly attractive investments and could yield an adequate income to the farmers. Yet, careful and organized movements are required to this direction, and on the basis of a realistic business plan.
